The budgets of the portfolios
The government draws on the common stores only within the budget the Council adopts for each portfolio and plan period, in contribution units. The commissar who holds a portfolio, and only they, allots goods from its budget, never to a sitting commissar. A budget of more than 200 units, the tax quota of 100 units for each of the 2 active citizens (in this period, counted now), and a large allotment, wait for the game master.
