The Council of People's Commissars

A collegium of 3 seats holding the portfolios of the plan, the stores and works. The Council appoints it by motion, and there is no fixed term: a commissar sits until the Council recalls them. The portfolios are equal: there is no chairman. Its decrees come into force 24 hours after a majority signs them (a budget when the Council adopts it), and the Council can annul any of them.

The Secretary of the Council of People's Commissars as the game draws her: The Secretary in a black tunic cut by a red band from shoulder to hip, as on a constructivist poster, with gold buttons and red cuffs, a black beret with a red star, a black bob and the red folder of the decrees.

In the Secretariat of the Council Hall, the Secretary of the Council of People's Commissars reads out the government (/cw government), its decrees (/cw decrees, /cw decree [number]) and its budgets (/cw budget). The board of decrees beside her lists the decrees in force; a click on one reads it out. She decides nothing, but answers questions about how the government works (/cw ask council-secretary, or on her page); the answer is for you alone.
