Starting inventory when acquiring citizenship

The commissar wants the Party to investigate the possibility of earning a starting inventory when acquiring citizenship. The Party will take the necessary steps to put forward a proposal to be adopted by the Council. The commissars' mission is later to implement the decision by the Council.
