The head of the square

The Council Hall

The seat of the council of all citizens, the highest power of the Commonwealth.

Standing on the square

In the sunken Council Chamber citizens speak from the rostrum and the presidium chairs the session; the boards show the motions before the council and the results of its votes. The Hall of Honour keeps the record of merit and medals, and the tower rises over the whole square. In the Secretariat of the west wing the Secretary of the Council of People's Commissars reads out the government, its decrees and its budget, beside the board of the decrees in force.
